Information Commissioner Rahul Singh orders disciplinary action against officer for tampering with score sheet


Bhopal (Madhya Pradesh): State Information Commissioner, Rahul Singh, has ordered the Panchayat Department Development Commissioner to take disciplinary action against Deputy Development Commissioner, Katni, Krishnakant Pandey for implicating his own senior officer in manipulating the score sheet to hide his mistake when eliminating RTI’s requests.

When Rahul Singh issued a show cause notice to Pandey in the matter, Pandey held Panchayat District CEO Singrauli Priyank Mishra, who is now a Katni collector, responsible for not disposing of the RTI applications.

Pandey presented three note sheets before the Commission in which the case of his RTI request was marked to Priyank Mishra. Pandey, in his defense, said: “The file was sent to Priyank Mishra. And if Mishra didn’t take further action in this case, then only Priyank Mishra is guilty.

The commission had also sent an opinion to Priyank Mishra in this case. Mishra said no files were sent to her. Simultaneously, Mishra wrote to Singrauli’s Zila Panchayat CEO, Saket Malviya, to check the score sheet. Malviya said in her report that the grade sheet appears to be coded. After that, KK Pandey was asked by the commission to present his position under oath before the commission.

Rahul Singh found crushes on grade sheet numbering. Singh had asked KK Pandey to produce proof of sending the note sheet which was marked to Priyank Mishra, but Pandey did not present any evidence before the commission.

Singh said in his order that falsifying score sheets is an offense punishable under sections 463, 464 and 465 of the IPC. Submitting the same false affidavit is punishable under Articles 191 and 192 of the IPC.
